ANnUAl. •ro• 1966-67 61 COUNCIL ACTIVITIES In its report last year the Council expressed the opinion that the time for us to have permanent office accommodation was approaching. During the year it became evident to Council that this time had now arrived. After careful consideration and inspection of several premises which promised to be suitable, your Council has taken up a lease of a large single roomed office at 56, Kingsway, London, W.C.2. This lease expires on 13th August 1969. Our General Secretary, Mrs. D. Mort, having advised Council that she would be unable to continue as a General Secretary if this meant working away from home, your Council reluctantly accepted her resignation. COMMITTEES For some years your Council has appointed Committees to administer various activities. This year it has formed a "General Purposes Committee" whose members are the Immediate Past President (who is Chairman), the President, the Vice-President, the Honorary Secretary and the Honorary Treasurer and whose terms of reference are to make recommendations to Council regarding the financial and administrative operations of the Society. The Council has also defined the terms of reference and the constitution of its other Committees. GENERAL PURPOSES COMMITTEE (Chairman: Mr. R. Clark) The General Purposes Committee has surveyed various premises suit- able as office accommodation and made recommendations to Council for its final decision. It has studied over 50 applications to its advertisement for a General Secretary and made recommendations to Council. As a result Mrs. S. Taylor has been appointed the General Secretary to the Society. The Committee is drawing up an Operations Manual for the Society which will be submitted to Council for approval for adoption by the Society. The Manual will describe the responsibilities, duties and procedures of Committees and of Officers of the Society. It will enable newcomers who join in the administration of the Society to make effective contributions to its running sooner than they otherwise would do. PUBLIC RELATIONS AND RECRUITMENT COMMITTEE (Chairman: Mrs. H. Butler) This Committee has been active in promoting the improvement of
62 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS relations between the Society's own members and the secretariat. It is preparing a set of monographs on different products of the industry which it is intended will be distributed to schools and colleges who seek the advice of the Societ•y in connection with students' projects. The programme organiser, Mr. C. Pugh, has agreed his programme of lectures and other events for the coming year. We thank Mrs. Butler for the unstinted attention which she has given to our Public Relations during a most difficult time. Under the Rules of the Society she will no longer be eligible to be a chairman of the committee next year. This is regrettable since it is essential to have continuity of direction in our public relations. Even with the guidance of the Operations Manual no-one will be fully effective without extensive experience. Clearly this is a case for a revision of our Rules. EDUCATION COMMITTEE (Chairman: Dr. M. Cantley) Eleven out of eighteen students who sat the Diploma examinations at Brunel College in 1966 were successful. Following Brunel's change in status from a College of Advanced Technology to a University all part-time professional instruction has been discontinued, hence our course has had to be transferred to Borough Polytechnic. Following extensive publicity by the Public Relations Committee there have been a larger number of applications than at any time in the past. Of 28 students who applied there was "room" for 20. However, twentytwo students were enrolled for the course. Our lecturers are now Mr. S. Golding, Mr. L. Gough, Mr. E. K. Clarke, Mr. Fox, Mr. A. Morris, Dr. M. Cantley and Dr. T. J. Elliott. We have to record our appreciation of their services and also of Dr. B. A. Scott who has lectured on surface chemistry and on hair products for the last four years. Owing to the pressure of other commitments he had to discon- tinue this, his lectures being taken over by Mr. S. Golding. We also have to express our appreciation of the very excellent work which Dr. M. Cantley, our Honorary Education Secretary, has done in organising the course and the Diploma examinations. He is no longer able to undertake these res- ponsibilities which are now under the care and guidance of Dr. T. J. Elliott. We wish Dr. Elliott success in his undertaking and trust that he will receive the fullest possible support from members of the Society. The Council has recognised Dr. Hibbott's services to the educational activities of the Society by re-naming the Diploma prize to the top Diploma student. It will be known as the Hibbott Memorial Prize.
