ANNUAL REPORT 1966-67 63 SCIENTIFIC COMMITTEE (Chairman: Dr. A. W. Middleton) Methods of Analysis Sub-Committee (Chairman: Mrs. D. M. Gabriel) The committee is engaged in its last re-writing of its report on the determination of hexachlorophane in talcum powder, in alcohol solution and in soap. An ambitious inter-laboratory collaborative programme to compare the British Standard acetic anhydride method with the Sully stearic anhydride method for the determination of hydroxyl values of fatty alcohols has been commenced. The object is to compare the relative values of the two methods when used by personnel with different degrees of competence who need to determine such hydroxyl values occasionally. A sound statistical design has been adopted and the practical work is well under way. We have to record our appreciation of the work which Mr. S. J. Bush has put in as chairman of this committee during recent years. He has been unable to continue with this and Mrs. Gabriel has been appointed its chairman. We look forward to further successful development of the activities of this committee. Toxicology Sub-Committee (Chairman: Mr. N.J. Van Abbd) The committee has carried out a collaborative patch testing experiment the practical work of which has been completed but the results await statistical analysis. It is already clear that relatively wide variations occur in the results obtained with the same test substances when investigated in different laboratories. Proposals for E.E.C. legislation dealing with cosmetic ingredients have been considered and comments forwarded to the I.F.S.C.C. A Private Members' "Labelling of Food and Toilet Preparations Bill" has been considered and a statement of the Society's point of view prepared for consideration by Council. However, no progress was made with the Bill and this statement is kept in cold store for future use. The sub-committee has kept a careful watch on press activity which might affect the industry. However, this has been a very quiet year in that respect. In common with the Methods of Analysis sub-committee this committee had agreed in principle to offer advisory services to members of the Society and to publicise these through the Newsletter. However, the Council did not adopt this recommendation. JOURNAL COMMITTEE (Chairman: Mr. A. Herzka) Five issues were published this year as usual. In common with the other
64 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS committees of the Society it has discussed and drafted suggestions for its operation to be included in the Policy Manual. The Editors of the three publishing societies of the Journal kept in contact throughout the year and will be meeting in Berlin in September. RELATIONSHIP WITH OTHER ORGANISATIONS Toilet Preparations Federation (Society's representative: Dr. A. W. Middleton) The Society and the T.P.F. are actively studying the possibility of setting up a joint committee to consider any cosmetic legislation which might be proposed by the Government or in Parliament. With this object in view your Council had appointed Messrs. Middleton, Pitt and Pugh to the joint study committee. The exchange of representatives from the T.P.F. on the Sub-Committees dealing with methods of analysis and toxicological matters and of the Society on the T.P.F.'s standards study group have continued. British Society ofPerfumers (Society's representative: Mr. D. E. Butterfield) The Officers of both Societies have held a meeting to discuss matters of mutual interest. Arising out of the success which the B.S.P. has had with its meetings on licensed premises the Societies had arranged for one similar meeting during the next year's session. The joint lecture was given by Dr. R. Harper on "The psychologist looks at odour perception" on 3rd March 1967. Parliamentary and Scientific Committee (Society's representative: Mr. A. Herzka) The Society, through its representation on the Parliamentary and Scientific Committee, is kept informed on scientific matters raised in Parliament. Membership of the Committee is a useful activity of the Society. I.F.S.C.C. (Society's representative: Mr. R. Clark) Meetings of the Praesidium were held in June 1966, and in January 1967, and of the Council in June 1966. A very successful Fourth International Congress was held in Paris in June 1966. Further International meetings are scheduled to be held in Tokyo in 1968 and in Barcelona in 1970. Membership of the I.F.S.C.C. remains at fourteen Societies but applica-
