ANNUAL REPORT 1963-64 363 The January lecture was held under the joint auspices of the Society and the newly formed British Society of Perfumers. No lecture was held during November because of the Symposium held at Leamington during that month. Our thanks go to Mr. G. M. Howard who arranged the lecture programme. Journal During 1963 the number of British issues was increased to five and this it is hoped to maintain in future years. The American Society published six issues and the German Society one, making a total of 12 issues for 1963. However, the German Society has expressed a wish to increase their issues to two per year, so that from 1964 onwards there will be thirteen issues yearly--six American, five British and two German. The Publication Committee is making strenuous efforts to raise the standard of the Journal and it is hoped to encourage authors to make greater use of it for original papers. The Honorary Editor deserves our hearty congratulations for his efficient handling of this arduous task. Education The past year has seen the initiation of the new one-year, part-time day release course for the Society's Diploma in Cosmetic Science. The course has thus been given greater prestige and the standard of the Diploma raised. The credit for this achievement goes to the Hon. Education Officer, Mr. R. Clark, his colleagues on the Education Committee and the lecturers at Brunel College. Unfortunately, Mr. Clark found it necessary at the beginning of 1964 to resign his post as Hon. Education Officer. The Council regrets this and thanks him for his valuable services. Our best wishes go to our new Education Officer, Dr. M. Cantley, who is a lecturer in the Diploma Course and will be able to use his inside know- ledge to improve it still further. Four students gained the Diploma last summer and the Council's prize for the best student of the year was awarded to Mr. I. Gucklhorn. This year 27 students enrolled for the course at Brunel College and of these, 18 were entrants for the new one-year course. As this is the only year in which two separate courses will be run, the Council agreed to award two prizes for this year only. The first will be awarded to the best second-year student of the old course, the second to the best student of the new one-year course. Manual o.f Cosmetic Science The long awaited textbook was published last autumn and has had very favourable reviews. This is a further advance in that the Diploma Course
364 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS is now supplied with its own textbook, and Dr. Hibbott and his collaborators deserve our congratulations and thanks. Administration Miss L. P. Torry, who has been Honorary Secretary and who has served the Society as lecturer at Brunel College, secretary to the Scientific Com- mittee and in many other ways, resigned her post in February owing to ill health. The Council greatly appreciates Miss Torry's services and hopes that she will soon be fully recovered. Miss Torry continues as secretary to the Scientific Committee and as lecturer at Brunel College. Mrs. Millman has decided for personal reasons to resign as from the 31st May 1964, and Mrs. D. Mott, who has experience of secretarial work within the cosmetic industry, has been appointed General Secretary in her place. We extend to her a warm welcome. Our thanks are due to Mrs. Millman for her excellent work during the past six years and we wish her well in whatever activities she decides to pursue in the future. Mr. D. F. Anstead, who has ably officiated as Honorary Treasurer for several years, decided not to seek re-election owing to pressure of work. Our thanks go to Mr. Anstead for his sterling work. International Federation of Societies of Cosmetic Chemists Dr. G. Carriere has worked hard to co-ordinate and rationalise the legislation on cosmetics in the various countries of Europe. A policy docu- ment was drafted and after submission to the various national societies was discussed at the Council meeting in September 1963. Representatives of the manufacturers' associations in each country were invited to this meeting and a considerable measure o[ agreement was reached. The document has yet to appear in its final form. Mr. J. B. Wilkinson, of our Society, has been nominated as next President of the I.F.S.C.C. Symposia Two successful Symposia were held during the year. The first, held at Southport in April 1963, was on the subject of Aerosols and achieved an attendance of 153. The second, dealing with Toxicology, was held at Leamington Spa in November 1963, and on this occasion 86 delegates attended. A further symposium on Hair was held at Brighton in April 1964, but this does not fall within the year under review. Social The Annual Dinner and Dance was held at the Connaught Rooms on Friday, 31st January 1964. This was a change of venue which was generally agreed to have been an improvement. The Guest of Honour was Dr. A. C.
