364 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS is now supplied with its own textbook, and Dr. Hibbott and his collaborators deserve our congratulations and thanks. Administration Miss L. P. Torry, who has been Honorary Secretary and who has served the Society as lecturer at Brunel College, secretary to the Scientific Com- mittee and in many other ways, resigned her post in February owing to ill health. The Council greatly appreciates Miss Torry's services and hopes that she will soon be fully recovered. Miss Torry continues as secretary to the Scientific Committee and as lecturer at Brunel College. Mrs. Millman has decided for personal reasons to resign as from the 31st May 1964, and Mrs. D. Mott, who has experience of secretarial work within the cosmetic industry, has been appointed General Secretary in her place. We extend to her a warm welcome. Our thanks are due to Mrs. Millman for her excellent work during the past six years and we wish her well in whatever activities she decides to pursue in the future. Mr. D. F. Anstead, who has ably officiated as Honorary Treasurer for several years, decided not to seek re-election owing to pressure of work. Our thanks go to Mr. Anstead for his sterling work. International Federation of Societies of Cosmetic Chemists Dr. G. Carriere has worked hard to co-ordinate and rationalise the legislation on cosmetics in the various countries of Europe. A policy docu- ment was drafted and after submission to the various national societies was discussed at the Council meeting in September 1963. Representatives of the manufacturers' associations in each country were invited to this meeting and a considerable measure o[ agreement was reached. The document has yet to appear in its final form. Mr. J. B. Wilkinson, of our Society, has been nominated as next President of the I.F.S.C.C. Symposia Two successful Symposia were held during the year. The first, held at Southport in April 1963, was on the subject of Aerosols and achieved an attendance of 153. The second, dealing with Toxicology, was held at Leamington Spa in November 1963, and on this occasion 86 delegates attended. A further symposium on Hair was held at Brighton in April 1964, but this does not fall within the year under review. Social The Annual Dinner and Dance was held at the Connaught Rooms on Friday, 31st January 1964. This was a change of venue which was generally agreed to have been an improvement. ANNUAL REPORT 1963-64 365 Frazer, Professor of Medical Biochemistry and Pharmacology at the Univer- sity of Birmingham. The attendance was 282. Committees The extension in the Society's activities has resulted in an increase in the number of committees and also in the number of meetings required by each committee. The following committees met regularly :- Scientific Committee Education Committee Membership Committee Publication Committee Symposium and Exhibition Committee Programme Committee Scientific Committee The Toxicology sub-group of this committee has spent much of its time investigating the controversy over an alleged association between the use of hair sprays and lung disease. With the able assistance of Dr. Golberg and Professor Worden a detailed examination of the evidence was under- taken. As a result, the committee published in January 1964 (1) a report in which it concluded that the evidence for such an association was extremely slight. Other subjects under discussion are the hazards of aerosol propel- lants, and the preparation of toxicity test methods. The Analytical sub-group published a preliminary report on the Deter- mination of Anionic Sulphates in January (2). Further work remains to be done on this subject. A collaborative study on the determination of hexa- chlorophene in toilet and cosmetic products is nearing completion, and the committee hopes to investigate the identification of colouring matters in the near future. Relationship with other Bodies--Recognition As presaged in the last Annual Report, the Department of Pharmaceutical Sciences of the Pharmaceutical Society has actively co-operated in the hexa- chlorophene determination and now sends a representative to meetings of the Analytical group. Co-operation with the Pharmaceutical Society of Great Britain was carried a step further earlier this year, when it was decided to hold a joint symposium on "Preservatives and Antioxidants" in London in November 1964. A direct approach to the Parliamentary and Scientific Committee resulted in an invitation to apply for membership and our application has been recommended by the Steering Committee. It will come before the full committee on the 2nd June. The Society's election has now been confirmed.
