The Presidents of the International Federation, the French, German, Italian, Spanish, Swiss and U.S. Societies of Cosmetic Chemists were also present. The toast of the guests was proposed by Mr. G. A. C. Pitt, President of the Society of Cosmetic Chemists of Great Britain, who forecast that the link between the cosmetic chemists and the medical profession would grow stronger in the next few years. Sir Harry responded. The extremely successful Congress was organised by Mr. A. Herzka, who received a standing ovation from participants at the closing ceremony. Council Meetings Two MEETINGS of the Council of the International Federation were held at the Tavistock Hotel, London, the first on Monday, 2nd July, and the second on Thursday, 5th July. As a restfit of these meetings, the following were unanimously elected to the Praesidium, the executive of the International Federation with effect from 1st September 1962. President .. Thomsen, Esq. (Denmark) Dr. P. Vdlon (France) The Dutch Society, having applied, were formally admitted to the Federation. The President, in welcoming them, pointed out that they were the eleventh constituent member of the Federation. The Council unanimously decided to set up study groups dealing with: 1. Colours, Vehicles and Solvents. 2. Active Ingredients $. EssentiM Oils and Fragrances 4. Preservatives and Antioxidants. The Council agreed that the work of the Federation should particularly be directed towards action in the international field. It was further agreed that the International Federation should accept its responsibilities concerning the use of materials that might be harmful. These materials would be examined and if necessary, experts in the appropri- ate field would be called in for consultation. It was decided that the 3rd Congress of the International Federation would be held in New York in June 1964.
