B: Graduates in other disciplines. Membership under B shall not exceed 25 ø/0 of the total scientific membership. In addition each Society may nominate one member, who, not quali- fied to A or B status, is deemed worthy of full recognition as a scien- tific member because of his or her outstanding contribution to Cos- metic Science. Non-scientific members of the national societies form category C. Membership of the Federation may be extended to all those Societies who are interested in promoting the objects of the Federation and who in the opinion of the Council are qualified in accordance with Article II, Section 1. Application for membership should be made to the Secretariat. A Member Society shall be able to withdraw from the I.F.S.C.C. provided its obligations are fulfilled and one years notice is given. The same Society may be re-admitted by application. A Member Society may be expelled by decision of the Council if it does not comply with the rules of the Federation. The Society to be expelled may be legally represented before the Council. Article III. Section 1: Section 2: Section 3: Meetings The Council shall hold an Annual Council Meeting in August/Sep- tember or as near to this period as is convenient to the Council. Other meetings may be held at the discretion of the Council. A quorum shall consist of two thirds of the voting power. Proxy votes from Societies other than the delegates own Society can be used only on specifically defined items on the Agenda. A delegate shall have one vote each or give it to a proxy or a person designated by the Member Society. Each Member Society shall be able to have an adviser who will not be entitled to vote. Decisions shall be by simple majority of votes, unless stated otherwise. Article IV. Management Section 1: The management of the I.F.S.C.C. shall be vested in a Council on which each Member Society shall have one delegate for one hundred scientific members or part thereof.
JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS 513 Section 2: Section 3: Section 4: Section 5: Section 6: The representatives of the Member Societies shall be designated by these Societies annually, but substitute representatives may be de- signated for any particular Council Meeting if the designated repre- sentative is not available. The Council shall elect annually from its own members a President, who will hold office for one year and not be eligible for immediate re-election. Successive Presidents shall not be members of the same national Society. The Council shall elect annually from its own members a Treasurer, who shall take charge and care of the finances of the Federation. He shall be eligible for re-election. The Council shall elect annually from its own members a Comit• de Direction of three who will hold office for twelve months and be eligible for re-election, up to a total period of three consecutive years. These members together with the President, Past President and Treasurer form the Praesidium. The Praesidium of the Federation may employ servants, at such remuneration as they may decide, to carry out the current business. Such servants form the Secretariat. Article V. Duties o] the members o] the Praesidium Section 1: The President, or in his absence the Past President shall represent the Federation and take the chair at all meetings. Section 2: The Praesidium shall meet as is necessary and shall co-ordinate the operations of the I.F.S.C.C. as decided at Council Meetings and shall perform such other duties as are consistent with furthering the aims of the Federation. It shall also act in an advisory capacity. Section 3: The Praesidium shall arrange for its proceedings and those of the Council to be recorded and circulated to all Societies. Section 4: The Treasurer shall collect dues from the Member Societies, pay outstanding accounts and present an income and expenditure account at the Annual Council Meeting. Article VI. Finance Section 1: The Financial Year shall be from 1st September -- 31st August. Section 2: Member Societies shall pay 2.00 Swiss Francs per scientific member in A and B categories plus a 2 % levy on the total A, B and C sub-
