The Council shall elect annually from its own members a President, who will hold office for one year and not be eligible for immediate re-election. Successive Presidents shall not be members of the same national Society. The Council shall elect annually from its own members a Treasurer, who shall take charge and care of the finances of the Federation. He shall be eligible for re-election. The Council shall elect annually from its own members a Comit• de Direction of three who will hold office for twelve months and be eligible for re-election, up to a total period of three consecutive years. These members together with the President, Past President and Treasurer form the Praesidium. The Praesidium of the Federation may employ servants, at such remuner- ation as they may decide, to carry out the current business. Such servants form the Secretariat. Duties of the members of the Praesidium The President, or in his absence the Past President shall represent the Federation and take the chair at all meetings. The Praesidium shall meet as is necessary and shall co-ordinate the operations of the I.F.S.C.C. as decided at Council Meetings and shall perform such other duties as are consistent with furthering the aims of the Federation. It shall also act in an advisory capacity. The Praesidium shalt arrange for its proceedings and those of the Council to be recorded and circulated to all Societies. The Treasurer shall collect dues from the Member Societies, pay out- standing accounts and present an income and expenditure account at the Annual Council Meeting. Finance The Financial Year shall be from 1st September -- 31st August. Member Societies shall pay at the rate of an agreed number of Swiss Francs per A, B and C category members, but excluding Honorary members. The rates shall be adjustable after each three (3) year period by a single majority vote of the Council at its Annual Meeting. For the three (3) year period taking effect in the year 1968 the rate shall be 3 Swiss Francs. The dues are payable on September 1 but not later than March of the following year and will be based on membership at August 31 of the year concerned. The above dues of each Member Society shall be based on an account of total A, B and C category members certified by its President. The money shall be banked in a country chosen by the Praesidium.
230 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS Section 4: The Council shall appoint annually from its members two honorary Auditors, who shall not be members of the Praesidium, to check and certify the accounts of the Federation. Article VII. Amendments Rules of the I.F.S.C.C. can be amended only at the Annual Council Meeting. At such a meeting the number of delegates representing not less than two thirds of the voting power must be personally present.
