LARR•CK Commissioner, Food and Drug •ldministration, 14lashington, D.C. Mr. President, Members of the SOCIETY and guests: I I•EEPLY APPRECIATE the honor which your SOCIETY has conferred upon me. Obviously my selection was because of the position which I hold with the Federal Food and Drug Administration. We in the Food and Drug Administration appreciate this opportunity to affiliate ourselves with your constructive organization. This year marks the fiftieth anniversary of the passage of the first Federal food and drug law in this country. During this period of fifty years, it has been our privilege to have a great deal of experience in deal- ing with the executives in the food, drug and cosmetic industries, with the legal profession that has an interest in these fields and very extensively with the scientific personnel who deal with the technical problems which inevitably arise in the manufacture and sale of foods, drugs and cosmetics. It has been our observation that if the scientific facts which are involved in any given situation can be ascertained and laid on the table for frank 495
496 JOURNAL OF THE SOCIETY OF COSMETIC CHEMISTS discussion between representatives of industry and Government, then controversies and differences of opinion tend to disappear. I also appreciate the honor which you have bestowed upon me today because it permits me to become one of a select group comprised of Dr. Dan Dahle, Dr. Austin Smith, our own Dr. G. Robert Clark, J. L. Thomp- son, Stephen L. Mayham, Dr. Eunice T. Miner and Maison G. deNavarre, all of whom have previously been made honorary members of your SOCIETY. May I, in closing, hope that the future will see an even greater participa- tion by men of science in the decisions affecting the safety, the composition and the truthfulness of representations concerning cosmetics. Your SOCIETY and the individual members in it have during the past decade done much to promote safety, honesty and fair dealing in this field. We are confident that the future will see even more extensive developments in these desirable directions. CITATION By GEORGE G.
